贷款比例限制 一般情况可借贷比例为总房价的80%;若贷款年限超过30年或者还款结束时年龄超过65岁,则可贷60%。 一般情况可借贷比例为总房价的50%;若贷款年限超过30年或者还款结束时年龄超过65岁,则可贷30%。 一般情况可借贷比例为总房价的40%;若贷款年限超过30年或者还款结束时年龄超过65岁,则可贷20% 。

贷款月还款额限制(MSR)

金融管理局将从金融机构贷款的购买EC的居民的贷款能力进行进一步限制,确保他们所买EC的月还款额不超过在月收入的30%。

此项政策适应于所有在2013年12月10号或以后签署OTP的单位。

总偿债比例限制(TDSR)

2013年6月28日新加坡金融管理局发布"总偿债比例限制"条例,限制所有金融机构批准的个人房屋贷款。此条例要求所有金融机构在向房地产买家发放贷款时,全面考虑买家的其他各项贷款。此条例将有助于加强金融机构信用管理实践,并鼓励买家采取量力而行的谨慎购房行为。

此条例要求"总偿债比例"限制在60%,这意味着买家所有贷款的月还款额之和不能超过其月收入的60%。

"总偿债比例"的计算方法将标准化。金融机构在发放贷款前:

  • 要考虑买家此项房屋贷款的月还款额,以及其他所有未还清的房屋及非房屋贷款。

  • 需应用特别规定的中期贷款利率或者通行的市场利率来计算月还款额 (以高者计) ,使月总还款额不超过买家月收入的60%。1

  • 在考虑买家的非固定收入(如花红)和租金收入时,要扣除其金额的30%,将剩余部分计入月总收入。

  • 当买家有符合条件的金融资产时,要通过折扣或者折旧的方式折价计算金融资产价值,将此部分价值折合成收入,综合考虑买家的还款能力。2

1 当前住宅贷款利率以3.5%,非住宅贷款以4.5%来计算月还款额。

2 当买家所拥有金融资产已经被抵押4年以上,则不需要考虑折扣,直接计入收入。
